Sao Paulo, Brazil Removed

Vultr has had a 50% surcharge in Sao Paulo, Brazil for as long as I can remember. I somewhat recently adjusted the SporeStack API to correctly handle Vultr's -sc1 plans that only applied to Sao Paulo.

Thus, unless you really wanted to be in Sao Paulo, it was never worthwhile.

Unfortunately, Vultr dropped all of their -sc1 plans without warning. The surcharge isn't exactly transparent in the API. This broke the SporeStack logic around this one datacenter.

Since Vultr has so many datacenters (it was 25, is it 32 now?) and Sao Paulo is the only one with a surcharge, I decided the easiest option was to just remove it.

If there is significant interest in Sao Paulo it can be added back.

I believe the nearest Vulr datacenters are Santiago, Chile, and Mexico City, Mexico. No surcharge there.

Existing servers are unaffected.
